Connect your phone with wifi (internet).
Go to Setting > About Phone:
Choose Software Information:
Tap Build Number 7 times continuously to turn on Developer Option:
Back to Setting > Developer Option:
Turn on OEM UNLOCK (If you don't see the OEM Unlock button, adjust the phone time-date to more than 1 month in the past, then wait a while to re-enter):
